In Okaeri ep.4 the episode strongly implies with a scene transition (Kana wonders what the 2nd Banchou was like and then it switches focus directly to Hitomi) that the second Banchou was Hitomi. In the manga, the next panel is instead one of Natsuki.

In the manga, the relevant lines begin with Hiroko saying (referring to the alleged Banchou):

"学校一の やんちゅ ぼうず 南ナツキ が唯一手も足も 出なかった人で"

School-One of-could not-delinquent-Minami Natsuki-Only/Even-one hand or foot-bring out (against)-person/body.

"In the school, there was one who delinquent Minami Natsuki could not bring even one hand or foot onto (their body)."

or "There was one person in the school who the delinquent Minami Nasuki could not lay a hand or foot on."

which matches the anime lines. The rest of the conversation also continues along the same lines, with Kana commenting that that really sounds like a Banchou, Hiroko wondering if Kana is related, and Kana denying this.

Unless Hiroko was greatly mistaken (or the anime writers, who presumably understand Japanese far better than I do), Hitomi really is the 2nd Banchou. It is possible that HIroko really is mistaken, and that this is revealed in one of the later manga chapters which came after Okaeri. Anyone know if this is the case?

I found no evidence of Hiroko mentioning the Banchou as female, but I'm not exactly a fluent reader.
